Joe Swanson is a professional trainer, keynote speaker, and former law enforcement officer with experience as an Enhanced Officer Safety training instructor, Physical Methods of Arrest Instructor, Field Training Officer (FTO) in the California Highway Patrol and Vacaville Police Department. He has served on the front lines of law enforcement, where he witnessed firsthand the effects of cumulative stress, trauma, and cultural stigma surrounding wellness.
With over two decades of experience in training, coaching, and leadership development, Joe has delivered programs to both law enforcement and corporate audiences focused on resilience, performance, and wellness. He is the creator of the Tactical Resilience Training System™, which includes the Baseline Recovery Stack™. A system that takes a holistic approach to officer wellness and integrates practical and proactive daily on-duty methods to reduce cumulative stress affects, sharpen team resilience, improve organizational alignment, and cultivate whole-person readiness.
Joe blends personal stories from his law enforcement career with evidence-based practices in physical, mental, emotional, and spiritual readiness. His teaching style is direct, relatable, and interactive, designed to connect with line officers, dispatchers, and supervisors in a way that is practical and immediately actionable.
